What the 2027 Edition Replaces
Commission Implementing Regulation (EU) 2026/2163 of September 17, 2026, appeared in the Official Journal L series as OJ L 2026/2163. Article 1 replaces Annex I to Council Regulation (EEC) No 2658/87, the legal text that carries the Combined Nomenclature, and Article 2 sets application from January 1, 2027.
The Combined Nomenclature is the classification used for goods declared at import, at export and for intra-EU trade statistics. Each of its eight-digit codes pairs a description with a duty rate, and the code entered on a declaration decides both the duty charged and the statistical treatment of the shipment.
Which Lines the 2027 Edition Changes
The recitals name the additions. New subheadings appear for boneless beef cuts in Chapter 02, PET flakes in Chapter 39, bark, production waste, oak sawlogs and beech sawlogs in Chapter 44, and ferrous waste and scrap containing rare earth elements in Chapter 72.
Chapter 73 gains a line for tubular wind turbine steel monopile foundations, Chapter 76 for aluminium waste and scrap, and Chapter 85 for wind turbine nacelle assemblies, permanent magnets containing rare earth elements, lithium-ion cells and several magnet and hard disk drive scrap lines.
Recital 6 amends the description of intermediate lines in subheadings 6403 51 and 6403 91, both leather footwear covering the ankle, together with 7308 90 and 8414 10 81, and adds Additional note 1 to Chapter 95.
Chapter 42 is not among them. The 4203 block in the 2027 annex reads exactly as it did in the 2026 edition, published as Commission Implementing Regulation (EU) 2025/1926: same heading text, same apparel subheading, same rate, same absence of a supplementary unit.
Where Leather Jackets Sit in Chapter 42
Heading 4203 covers articles of apparel and clothing accessories of leather or of composition leather. Beneath it, 4203 10 00 is described simply as articles of apparel and carries a 4% conventional rate. One line absorbs jackets, coats, trousers and skirts, and it does not separate men's from women's styles.
The remainder of the heading is narrower. Gloves designed for sport fall under 4203 21 00 at 9%, other gloves under 4203 29 10 at 9% or 4203 29 90 at 7%, belts and bandoliers under 4203 30 00 at 5%, and other clothing accessories under 4203 40 00 at 5%. Importers ordering men's leather jackets rarely touch those lines, but trims ordered alongside them can be classified separately.
Material decides the chapter, not the design. A jacket with a textile outer surface is classified in Chapters 61 or 62, where lines such as 6101 30 10 and 6201 30 10 carry 12%. A leather jacket entered under the wrong chapter therefore moves from 4% to 12%, and the difference stays on the record until an audit or a post-clearance check surfaces it.

What Buyers Should Reconfirm Before January 1, 2027
Two checks cover most of the exposure. Confirm that the commercial invoice, packing list and customs declaration all show 4203 10 00 for leather apparel, and that the goods description matches the terms of the heading. Then confirm the rate and any preferential treatment the customs authority applies for the origin declared.
The third check concerns binding tariff information. A ruling is valid for three years under Article 33(3) of the Union Customs Code, but Article 34(1)(a) ends that validity early where an amendment to the nomenclature means the ruling no longer conforms, counted from the date the amendment applies.
Because 4203 10 00 is unchanged, a leather jacket ruling should stay aligned, though the issuing authority remains the final word.
Danke, the private label leather jacket programme of Dalian Danke Fashion Co., Ltd, keeps the classification for each shipment on file and reviews it when the tariff year turns. Does the 2027 Combined Nomenclature change the code for leather jackets?
No. 4203 10 00 remains the line for articles of apparel of leather, at a 4% conventional duty rate, in the edition that applies from January 1, 2027.
Do men's and women's leather jackets use different codes?
No. Heading 4203 has a single apparel subheading, so a men's jacket and a women's jacket both fall under 4203 10 00. Gender subdivisions appear in the textile chapters, not in this heading.
Is an existing tariff ruling still valid in 2027?
A ruling runs for three years, and it ends early only where the amended nomenclature makes it non-conforming, with effect from the application date. For 4203 10 00 the text is unchanged, so confirm the position with the customs authority that issued the ruling rather than assuming either outcome.
